Open Question: Photo-shop help editing pictures?

I am new to photo shop but have been using you-tube tutorials to help me along and Ive been trying to change the hair colour on my pictures i know how to but when ever i change the hue/sat colours then it changes the whole picture rather than the layer that i have placed on top to edit the colour of the hair i am using photoshop cs4 can anyone tell me why this is happening?? x...
